"They shall be the Imperium finest warriors, those that gave themselves over to it. They will be molded into the perfect defenders and numerous once more. The God-Emperor will guide them to victory and beyond for the protection of Mankind. For there is no challenge the Adeptus Astartas can not meet, for the Emperor! For the Imperium!"
-- Speech spoken during the Eternal Founding
After the Endless war concluded with the Imperium greatly weakened alongside its Arch-Enemy and the galaxy was recovering from the senseless war, and what affected the Imperium the most was the passage of the God-Emperor in mere mortal form, but He would exist as the greatest defender of Mankind from this day until our last breath as a species.

The remaining Primarchs, notable Careas of the Damocles Hammer, Rogal Dorn of the Imperial Fists, Khan of the White Scars, Lion El'jonson of the Dark Angels would debate the future of the Imperium; as the Inquisition was vastly weakened and was subjected under their collective leadership and the Adeptus Astartas were simply too overwelmed by recent fighting. It was the Council of the Primarchs that ignited the culture revolution that turned the Imperium and pulled it from the dark abyss that it has laid since the Horus Heresy.

The Eternal Founding is famous for reforming the original twenty legions into existence, the Imperial Fists, Dark Angels, White Scars, Damocles Hammer were the last remaining original legions from the time of the Great Crusade (The Ultramarines, Blood Angels, Iron Hands, Salamanders, Raven Guard and Space Wolves were wiped out during the duration of the Endless Conflict)

The next list contains the records of the 'Eternal Primarchs and their Adeptus Legions' in the 42st Milennium when the New Imperium was established as Cadia fell, the Highlords were disbanded and the Primarchs took firm control to maintain the Imperium. The new Primarchs were a splitting image from the originals and thus exposed to the same weaknesses, and so were soon trained and taught by the older Primarchs the way of life and battle. Since the Emperor could not guide them the same way he had guided his gene-sons.
